Linares established the operational bases of CAF by generating the necessary financial resources, defining the operational criteria, organizing and training human resources and the administration, obtaining the confidence of the international banking and financial sectors, and creating the Representative Offices.

In addition to financing the initial operations of CAF, the Linares administration also took the first steps to raise funds in Latin America and from multilateral agencies. Especially noteworthy was the creation of the Andean Trade Financing System (SAFICO), to promote Andean intra-regional trade, which has now reached significant volumes. During this period, the Institution increased its authorized capital from USD 100 million to USD 400 million.
