Opportunities and challenges of natural resources for stability, growth, inclusion and sustainability in Latin America
CAF and the Ibero-American General Secretariat (SEGIB) join in the 12th Economics Workshop “Opportunities and Challenges of Natural Resources for Stability, Growth, Inclusion and Sustainability in Latin America,” to be held on June 19.
The seminar aims to discuss these opportunities and challenges posed by natural resources in the areas of macroeconomic stabilization and long-term growth promotion, with particular emphasis on institutional capacity building in order to support the design and successful implementation of public policies for development.

The region’s high specialization in the production and export of natural resource-intensive goods, together with volatile prices of these commodities, pose a challenge for countries for both short-term macroeconomic stability and for the chances of ensuring sustained long-term growth, and sustaining social spending, especially funds directed at the poorest segments or those who have left poverty but are vulnerable to cycle changes in terms of employment and wages.
With regard to macroeconomic stability, preventing these fluctuations from being transferred to the public budget and the rest of the economy requires a combination of fiscal rules, exchange rate policies and monetary policies that allow the government to implement countercyclical measures. Recent experience has shown that it is precisely in the fiscal sphere where there is more room for improvement. Many economies are realizing they need to move forward in consolidation processes to regain fiscal space and ensure debt sustainability, perhaps paying the price of lower growth in the short term, in a scenario of strong social demands.
