First call for impact evaluations for public management in Colombia DNP-CAF 2016
The DNP and CAF joined in a call for tender for impact evaluation of public management for the Colombian public sector, with the objective of promoting the use of evidence for decision making processes regarding public resources in Colombia
Through this call, public institutions of the National Government may present management initiatives that seek to solve specific problems, of which they would like to generate evidence about their effectiveness. The selected initiatives will receive support from the DNP and from CAF, Development Bank of Latin America, to carry out the corresponding impact evaluations with the purpose of supplying evidence that contributes to improve the country's public management. The support will consist of specialized technical advice as well as the necessary logistic support and financing of the costs associated to the evaluation.
The results of the evaluations will be published through institutional channels that both CAF and the DPN have to guarantee the dissemination of information.
What do we mean by public management? What proposals may be presented?
This call is focused on the evaluation of "public management" initiatives that in this case will be understood as changes in the use of resources within the public institution, with the purpose of improving the delivery of services. That is, the objective of this call is to use the impact evaluation to provide quantitative measures of the improvements in institutional operations resulting from new initiatives that are applied or are being considered for application to improve the management of public resources. The objective is not to measure the impact of the public policies themselves.
Applications must be identified in one of the four categories of public management:
- Improvement of internal processes
- Public demand for goods and services
- Electronic government
- Training and incentives for pubic officials
Proposals that seek to evaluate the impact of a public program or project in itself will not be considered.
Which institutions may participate?
All institutions of the national public sector of Colombia are eligible to participate.
