Regional launch of RED 2021
CAF – development bank of Latin America – invites you to the regional launch of RED 2021, entitled "Pathways for integration: Trade Facilitation, Infrastructure and Global Value Chains".
Most Latin American countries have implemented trade opening policies in the last 30 years unilaterally, multilaterally and in the context of trade agreements reached within the region, as well as extra-regional partners. These have had an impact on tariff and non-tariff barrier reductions. Although for the region as a whole these policies have generated increases in trade and investments, the magnitude of these increases has been modest and does not match expectations for the impact of these initiatives on growth and welfare. One reason for this situation is that the aforementioned opening measures did not create significant or sustained increases in intraregional trade, which has remained at around 15% of total exports since the mid-nineties, with little change over the years. This suggests that geographical proximity does not seem to have had a significant impact in terms of lower trade costs, a fact also seen in other regions and economic blocs. Given these circumstances, it is worth asking what the causes of this poor performance have been.
This report explores the hypothesis that the low international installation of companies in Latin America is partly due to a lack of regional space usage as a complement to global export expansion strategy. This hypothesis therefore puts the focus on feedback and the benefits of regional and global openness, or what has been called ‘open regionalism’. To achieve this improve regional and global installation, the report proposes to act on three specific areas: trade facilitation, physical infrastructure and productive integration.
