Launch of the Diploma in Governance and Public Innovation
CAF -development bank of Latin America- invites you to the launch of the new Diploma in Governance and Public Innovation, designed and taught in 19 countries, with 17 universities in the region.

A good public manager must help strengthen trust between the State and the citizens, so they must have the knowledge and understanding of social needs, as well as the tools and experience to address public problems innovatively.
Based on this premise, this event seeks to discuss what would be those skills that the leaders of our region need to formulate and implement better public policies and contribute to improving the quality of life in our countries.
- What are the skills required to work in the State and propose differentiating approaches when proposing solutions to public problems
- How to bring innovation to the State so that it is closer to the people, more agile, and transparent?
- Is it only those who work in the Public Administration, whether at the national or subnational level, who are responsible for promoting the changes and modernization of the State to face the current and future challenges of our region?
All these questions will be answered in this webinar with these main objectives: to sensitize public employees and officials about the importance of updating their knowledge in matters of governance, state management, and public innovation; present the state of governance and public innovation in the region and its importance to meet the needs of citizens and improve the state/citizen relationship; reinforce the vocation of service of those who perform functions in the state, or in institutions linked to improving the quality of life of communities.

Colombia
Sergio Díaz-Granados has extensive experience in public and private service, both nationally and internationally, with special emphasis on regional development and integration issues. Before assuming the presidency of CAF, he served as Executive Director for Colombia at the Inter-American Development Bank. He previously held the positions of Minister of Commerce, Industry and Tourism of Colombia, Vice Minister of Business Development and President of the Boards of Directors of Bancóldex and ProColombia. He also has been a congressman and chairman of the Economic Affairs Committee of the Colombia’s House of Representatives.

Christian Asinelli is a political scientist from the Pontificia Universidad Católica Argentina (UCA), has a Master's degree in Public Administration and Policy from the Universidad de San Andrés (UdeSA) and postgraduate degrees in Urban Economics (Universidad Torcuato Di Tella) and in Sociourbana Management (FLACSO). In 2019, he received his Ph.D in Political Science from the National University of San Martín (Argentina). During the last sixteen years he has been appointed in different roles in the public sector and the international arena: Alternate National Director of the State Modernization Project at the Chief of Staff of the Cabinet of Ministers of the Nation (2005); Deputy of the Autonomous City of Buenos Aires (2007-2010); Undersecretary of Evaluation of Projects with External Financing of the Chief of Staff of the Cabinet of Ministers of the Nation (2011-2014); Corporate Director of Institutional Development of CAF (2014-2017); President of the Fundación Banco Ciudad (2019) and Undersecretary of International Financial Relations for Development, Secretariat of Strategic Affairs, Presidency of the Nation. He was a Fellow of the Hubert Humphrey Fellowship Program (2010), the Special Program for Urban and Regional Studies-MIT (2011) and the Singularity University Executive Program (2017). He is the author of the books Buenos Aires: The city we have, the city we want (Buenos Aires, 2009); Modernization of the Argentine State: policies, management and professional scene (Buenos Aires, Edition, 2015) and Financing Development: The role of multilateral banking in Latin America (Buenos Aires, 2021).
Epsy Campbell
Former First Vice President of the Republic of Costa Rica
Epsy Campbell Barr is the vice president of Costa Rica. She was previously the foreign minister and a member of the Costa Rican National Assembly. Campbell has been active in Afro-Caribbean affairs since entering politics. In 1996, she founded the Women’s Forum for Central American Integration, which she coordinated until 2001. Concurrently, she also coordinated the Network of Afro-Caribbean and Afro-Latin American Women. Campbell has published books and articles on democracy and inclusion, political and economic participation of women, people of African descent, sexism, and racism, among other topics. She is an expert in social development issues, political participation of women of African descent, and equality.

Manager of Planning and Development Impact, CAF - development bank of Latin America and the Caribbean
Adriana Arreaza
Head of the Knowledge Department, CAF -Development Bank of Latin America-
Holds a Bachelor’s Degree in Economics from the Andrés Bello Catholic University (UCAB) in Caracas and a Ph.D in Economics from Brown University. Currently, she is the director of macroeconomic studies at CAF, where she coordinates the team of economists in the shareholders countries and contributes to the research publications of the organization, including joint work with other regional and international institutions. She is also an Assistant Professor at UCAB’s School of Economics. She previously worked in the Research Department of the Central Bank of Venezuela. She has published research articles in national and international journals and books.
