Learn more about CAF’s most outstanding publications in 2021

CAF had more than 160 publications in 2021, which makes it one of the main generators of knowledge about the development of the region. The publications are in Scioteca, CAF’s open knowledge space that contains a wealth of information on key issues for the development of the region.
Reports, papers, all research that analyzes problems, show findings or propose solutions on issues ranging from nutrition in adolescents to cities after COVID, constitute an inventory of more than160 publications launched by CAF in 2021.
Most of the papers were published in Spanish, Portuguese and English and had approximately 800,000 downloads, more than one million unique users and visits from the countries with most queries on Scioteca: Peru, United States, Colombia, Mexico and Ecuador.

1. EDR 2021: Paths to Integration: Trade Facilitation, Infrastructure and Global Value Chains
This report explores the hypothesis that the low international insertion of Latin American companies is partly due to a lack of use of the regional space as a complement to a global export expansion strategy. This hypothesis puts the focus on feedback and the benefits of regional and global openness, also called “open regionalism.” To achieve this greater regional and global insertion, the report proposes to act on three specific areas: trade facilitation, physical infrastructure and productive integration.
2. IDEAL 2021: The impact of digitalization in reducing gaps and improving infrastructure services In this edition, the report prioritizes two sectors: electric energy and urban transport of people, as they are most exposed to digitalization, addressing the gaps in infrastructure services with a focus on results and identifying different dimensions that would require interventions based on existing assets, such as access to service, the cost of provision—which, together with the policy selected by the authorities—has an impact on affordability and quality.
3. Development Policy Series: Post-pandemic recovery initiatives The response of the governments of Latin America and the Caribbean to the COVID-19 pandemic prompted CAF not only to produce a series of reflections that were documented in 19 reports, but also to virtual meetings featuring the authors of the documents, moderated by Pablo Sanguinetti, CAF’s Vice President of Knowledge. The series addresses everything from the challenges of social protection and health systems in the face of the emergency to proposals for post-pandemic tax solutions.
4. AI Experience: Data and Artificial Intelligence in the Public Sector This is a regional report on the strategic and responsible use of artificial intelligence in the public sector in Latin America. The paper presents case studies to address structural challenges and existing challenges for a responsible use in the public sector, for the establishment of data infrastructure and governance, as well as for the development of a workforce in the public sector with the profiles and skills tailored to the new environment.
5. Latin American Economic Outlook 2021: Working Together for a Better Recovery The LEO report summarizes the Latin American economic outlook for 2021 and lays the cornerstone for a strong, sustainable and inclusive recovery in Latin America and the Caribbean following the COVID-19 pandemic, providing customized policy messages to help different sectors and/or stakeholders take action to move forward with the unique opportunity for governments and people to work, in consensus, on a multidimensional development strategy that favors the redefinition of national policies and the implementation of the pending reforms necessary to boost recovery.
