CAF and USMP graduate 450 new leaders in Governance

First promotion in Peru of the Leaders for the Transformation program, joint initiative with Universidad de San Martín de Porres.

(Lima, July 10, 2006). The closing ceremony for the first Leaders for the Transformation program was held in the presence of Peruvian President-elect Alan García and CAF President & CEO Enrique García. With the objective of strengthening their leadership talents and capacities, 450 people from around the country participated in the program.

The CAF president said the initiative was part of CAF's activities to strengthen governance and democratic institutions in the Andean countries.

The graduation was also attended by Hugo Neira, director (acting) of the Institute of Government of the University of San Martín de Porres (USMP); Jose Antonio Chang Escobedo, Rector of USMP; and Susana Pinilla Cisneros, president of the Institute of Development of the Industrial Sector (IDESI National); and teachers from the program and family members of the new Peruvian leaders.

The closing ceremony held in the auditorium of the Faculty of Medicine of the University of San Martín de Porres consisted of the presentation of projects and proposals on governance from the graduating leaders.

This program was developed under the agreement signed by CAF and the University of San Martín de Porres through its Institute of Government, jointly with the National Association of Institutes for Development of the Informal Sector (IDESI NACIONAL).

This program has trained 450 social, cultural and business leaders, capable of explaining, convincing, communicating and teaching, as well as participating with political and social responsibility in their organizations to achieve transparent public management which invigorates relations between State and society based on concrete actions.

The program was held in Lima, Lambayeque, Arequipa, Piura, Ancash, Puno, Huánuco, Cajamarca and Ayacucho, comprising nine teaching modules over nine weeks:
  1. Instruments for developing leadership (oratory, self-esteem and communication).
  2. National reality I (spatial, social, cultural).
  3. National reality II (economic, fiscal and political).
  4. State reform, modernization and decentralization, regionalization and citizenship by consensus.
  5. Governance and citizen participation. Creation, structuring and dynamic of social organizations.
  6. Human rights and democracy.
  7. Public management and environment.
  8. Concerted action, negotiation and conflict resolution.
  9. Analysis of proposals of national and regional governments.

The teachers with master's degrees or doctorates were experts in leadership training; national reality (spatial, social, economic, fiscal and political); State reform, modernization and decentralization; governance and citizen participation; human rights; public management; concerted action, negotiation and conflict resolution.

The Leadership for the Transmission program is one of four governance programs being promoted by the CAF governance and technical cooperation department. This year the program was also held in Bolivia and Colombia, training a total of 3,950 leaders in the three countries.

On the USMP The University of San Martin de Porres, founded in 1962, is an educational institution of recognized prestige in Peru. In over 40 years of service to the community, the university has greatly exceeded its expectations and above all has met the educational needs of the country by training young people who are today successful professionals with moral quality. At the start of the third millennium, the university has renewed its commitment to the development of the country by creating the Institute of Government, a body for reflection and research, which offers Master's in international business with aim of laying the foundations for a country with more freedom and justice.
