(La Paz, Dec. 28, 2012).- A total of 795 Bolivian leaders benefited in 2012 from two training programs entitled Leadership for Transformation and Governance and Political Management, which CAF -development bank of Latin America- has been offering in the country in association with Fundación IDEA and Universidad del Valle (Univalle).

CAF country representative in Bolivia Emilio Uquillas noted that human capital is a key component of the development agenda. "CAF highly values the training received by thousands of leaders who have participated in both programs since they started 8 and 12 years ago."

Mr. Uquillas said that these the participants in the programs play key roles within their organizations, groups and communities. They constitute "high quality human capital that, without a doubt, contributes to the development of their communities and the nation."

He urged leaders to use the tools provided in the training programs in order to contribute to and strengthen citizenship-building processes.

Leadership for Transformation

The program's eighth edition came to a close with the graduation of 605 students from 13 municipalities, with most of them (25%) being representatives of neighborhood councils and social organizations. A majority of participants, 396, came from cities, and the rest, 209, were from the countryside. The program was offered in the municipalities of Achacachi, Cobija, Cochabamba, La Paz, Llallagua, Oruro, Potosí, Riberalta, Santa Cruz, Sucre, Tarija, Trinidad and Viacha.

Participants included leading representatives from neighborhood councils; social, women's and environmental organizations; and producers' associations, as well as associations of micro-enterprises in the services sector, trade unions, academic and professional associations, NGOs and other groups.

Governance and Political Management

In the closing ceremony of the program's twelfth edition, 190 leaders graduated, with 70% of them coming from national, provincial and local governments, and 30% from private sector organizations.

In a six-month period, Governance and Political Management -a program based on George Washington University's faculty of design and methodology- offered students tools to tackle conflicts that prevent change in a democratic manner.

The course's goal was to provide students with a comprehensive vision, knowledge and innovative approach as agents of change with different capabilities and in various institutional settings, from managerial to technical.

Both programs have been designed and are owned by CAF. They have been successfully implemented with local counterparts in several countries in the region, responding to local demands and contributing to the development of leaders with the ability to solve conflicts, generate consensus and be active citizens.
