Training of officials in PPP contract management in Paraguay

Officials from various government agencies participating in Public-Private Partnership (PPP) projects were trained on typical contractual risks and how to manage them, in a workshop promoted by CAF—development bank of Latin America—, which is also offering a massive, open and online course (MOOC) on “Introduction to PPP Contract Management.”

CAF—development bank of Latin America—organized the “Training Workshop on PPP Projects Contract Management,” held at the Sheraton Hotel in Asunción, with a view to providing training on contract management for managers of government agencies in Paraguay involved in the management of project contracts of specific Public-Private Partnerships (PPPs), and devising a contract management strategy for the Route 2 and 7 projects.

A 12-hour training promoted a good understanding of the fundamentals of contract management, such as compliance control and monitoring, change and variation management, dispute management, management of compensable claims and events, management of payment mechanisms, information management and recording, with specific cases that can be applied in Paraguay.

The training was provided by Andrés Rebollo, an advisor with a 20-year experience in more than 60 PPP projects in all sectors and several countries. Rebollo acts mainly as PPP procurement advisor for governments (United States/Florida; Mexico, Brazil, Spain, Turkey, Malaysia, Uruguay, Bulgaria, etc.) as well as developers and investors (OHL, ACS, FCC, Fond-ICO Infraestructuras, among others).

Thanks to this type of training, knowledge generation and impact assessments related to PPPs, among others, CAF is considered not only a bank, but a strategic partner by shareholder countries, providing not only financing, but support in public policy design. One such initiative is the massive open online course (MOOC) “Introduction to Public-Private Partnership Contract Management,” available until November 12, which aims at shedding light on the PPP contract management process, including: contract analysis and legal and institutional framework, supervision of contractor work during execution and operation, and contract amendments.
