CAF promotes the Ibero-American Public Leadership program

This joint initiative between CAF and the Carolina Foundation, with the support of BBVA, to be held in Madrid, combines institutional visits with academic training for the participants, who hold relevant positions of public responsibility in institutions of Ibero-American countries

During his presentation at the inauguration of the first edition of the Ibero-American Public Leadership program, organized by CAF, Development Bank of Latin America in collaboration with the Carolina Foundation and the support of BBVA, held at Casa de America, Guillermo Fernández de Soto, CAF's Director for Europe, highlighted that improvement with ethical rigor in training the new Latin American leaders is urgent, due to the challenges of the new and changing global reality with technological advances that have transformed the paradigms of modern society.

Fernández de Soto highlighted the entity's support to these types of programs that focus on strengthening institutions and promoting knowledge, and noted that "it is urgent to make a profound review of the international institutions, to examine what needs to be improved in a responsible manner, and advance with ethical rigor in training leaders that are capable of addressing the challenges of the new and changing global reality".

CAF's Director for Europe assured that one of the strategic objectives of the entity is to "promote the strengthening of the public sector to enable a greater management capacity and improve governance, promoting an agenda focused on training public officials and on citizen participation. We consider that institutional capacity is essential for an adequate implementation of public policies". 

Christian Asinelli, CAF's Director for Institutional Development, also present in the inauguration event, was in charge of providing a detailed explanation of the entity's strategy in this area, which is framed within the Programs for the Recruitment of Senior Public Officials.

Asinelli stated that "the program is aimed at public leaders and qualified personnel in executive tasks, working in offices of the Presidency or Government, public secretariats, and legislative and judicial bodies, who come from CAF's member countries. This initiative is essential to train and strengthen the capacities of the highest government authorities as well as of the senior public management in Latin America".  

In representation of the entities that collaborated in this edition, this event included the participation of Jesús Andreu, Director of the Carolina Foundation, and José Manuel González-Páramo, Executive Advisor of BBVA. The keynote speech was in charge of Jesús Gracia, Secretary of State for International Cooperation and for Ibero-America. 

The program this Wednesday started at CAF's headquarters for Europe in Madrid, where its Director, Guillermo Fernández de Soto, explained the entity's work in all its lines; Germán Ríos, CAF's Director for Strategic Affairs, provided a detailed explanation of the Latin American situation and its inter-relation with the world today; and Christian Asinelli, Director for Institutional Development at CAF,  explained the institutional development programs.

This Conference, called "Transparencia y gobierno abierto: últimas tendencias administrativas" (Transparency and open government: latest management trends) includes the participation of 16 individuals selected for this edition, who attend a complex program of conferences and meetings that will take place in Madrid between April 4th and 8th. 

The participants of the Ibero-American Public Leadership program attend a series of institutional meetings and academic sessions to learn about the modernization and reforms carried out by the Spanish Administration. With this visits and exchange of knowledge, they will acquire the necessary tools to analyze the new public management models that are being defined at an international level in the areas of transparency, open data, governance, digitalization, accountability, and decentralization.
