(Quito, 22 February 2011).- The book "Social Policies to Promote Citizenship and Social Cohesion" was launched in the city of Quito with the participation of Enrique Garcia, president & CEO of CAF - Latin America development bank -, the Minister for Coordination of Social Development, Jeannette Sánchez, and special guests.

Garcia said "CAF strongly believes that the development of the nations of the region is directly linked to decisions taken by States on their public policy. It is essential to continue working to create mechanisms which take into account and represent citizens and social cohesion in order to raise standards of wellbeing in each country."

Finding solutions for social problems in Latin America has proved a complex task. It requires the coordination and development of structural strategies related to reducing poverty and inequality, which are linked to rights, social movements, redistribution programs, among other strategies.

The main topics covered in the book include: coherence of State policy and its capacity to incorporate considerations related to poverty and inequality into economic policy decisions; targeting as an instrument for universal access to services and not as a substitute for it; institutional reforms needed for implementing a policy to increase social cohesion and requirements for a new government architecture, which guarantees integration and coordination of all social policies.

The book launch is one of the actions the institution is taking to stimulate reflection on key issues for the development of Latin America and creation of spaces for exchange of information, experiences and knowledge.

The complete publication is available without charge by formal request in the CAF offices, and on the website www.caf.com.
