CAF Reaffirms its Commitment to Trinidad and Tobago's development

CAF – Development Bank of Latin America and the Caribbean’s Executive Vice President, Gianpiero Leoncini, has successfully concluded a two-day mission to Trinidad and Tobago, where he engaged in high-level discussions with key government officials, and participated in the signing of a major grant agreement to advance the country’s digital transformation agenda.

During his visit, Executive Vice President Leoncini met with several government ministers, including the Hon. Colm Imbert, Minister of Finance; Hon. Dr. Amery Browne, Minister of Foreign and CARICOM Affairs; Hon. Stuart Young, Minister of Energy and Energy Industries; and Hon. Hassel Bacchus, Minister of Digital Transformation. The discussions centered on CAF’s growing portfolio in Trinidad and Tobago, which now stands at USD 1.4 billion, opportunities to strengthen the collaboration and the country’s pipeline of projects.

EVP Leoncini also received progress updates on several critical projects, including the Support Program for Resilient Road Infrastructure, the Resilient School Infrastructure Program, and the Improvement of Spanish as a Foreign Language Initiative.

As part of the mission, EVP Leoncini also participated in the signing of the Agreement for the Implementation of the Interoperability Platform, Electronic Identity Program, and Government Data Center of Trinidad and Tobago Project. This initiative, valued at €3 million, marks the first CAF-approved operation within the Investment Facility of the European Commission for Latin America and the Caribbean (LACIF) and represents CAF’s inaugural project under the Global Gateway strategy in Trinidad and Tobago. The project aims to modernize the country’s digital infrastructure, improve public service delivery, and strengthen cybersecurity measures.

During the signing ceremony, EVP Leoncini stated, “both CAF and the EU in partnering have demonstrated their commitment to work along with the Government of Trinidad and Tobago’s to foster digital infrastructure and technology as essential tools to meet the objectives of Vision 2030 and the goals set out in the National Digital Transformation Strategy 2023-2026.”

During the mission, it was also announced that Trinidad and Tobago will assume the chairmanship of CAF’s Board of Directors for the first time since becoming a member, effective April 1, 2025.
