The ceremony to bestow the decoration was held on Tuesday, June 2nd at the headquarters of the Casa America in Madrid. It was presided by Jesus Gracia, Secretary of State for International Cooperation and for Ibero-America.

Enrique Garcia expressed his gratitude both to the Spanish Government as well as to King Felipe VI. He assured that this recognition was a surprise, "I humbly accept it while at the same time experiencing great satisfaction, as when someone is dedicated to improve the development of Latin America and its increasing relationship with Spain, a recognition such as this is very gratifying".

CAF's President highlighted the profound commitment with Spain, a country that is part of the bank, and stated that "beyond financing is the relationship in the academic and intellectual sphere where we place a great emphasis, as it is crucial for development". Enrique Garcia ended his speech with the vision of a great future in the relationship with Spain, saying, "within my possibilities, I will contribute to strengthen this very productive relationship".

At the same time, the Secretary of State pointed out that Enrique Garcia deserves this distinction for many reasons, "he is a hard working individual, with great tenacity, fighting spirit, and great love for his country, Bolivia, Latin America, and Spain".  Jesus Gracia highlighted the open and generous disposition of CAF's President, and his "connection and interest for knowledge, which has helped understand the evolution of Latin America". Finally, the Secretary of State for Cooperation thanked him for what he has done for Spain, saying, "I hope he continues to feel accepted with love in Spain, and we are grateful from our hearts for the work he has done".
