Public-private partnerships (PPPs) have progressed in Latin America thanks to increased opportunities for private sector investment, as well as legal, regulatory and institutional restructuring processes, which have fostered and facilitated the fulfillment of new projects. Expanding this model requires efficient management of contracts for roads, railways, ports, airports, mass transit systems, hospitals, prisons and public buildings, among others, based on established timelines and avoiding disputes between the parties.
This is precisely the goal of the massive free open online course (MOOC) titled “Introduction to Public-Private Partnership Contract Management,” the first in the world to be offered on this subject. Enrollment in this initiative led by the CAF Development Bank of Latin America, with the support of the Monterrey Institute of Technology and Higher Education, through the Miríada X platform, is open until November 12.
This free course targets professionals involved in the following areas of the public and private sectors: agencies responsible for overseeing and regulating PPP contracts; contractors, investors and project developers; government agencies; professional associations; as well as students and teachers involved in the area. During the four weeks of the course, participants will learn about the importance of the contract management phase, and become familiar with monitoring tools available, learning the strengths and weaknesses of each of them. In addition, participants will study common problems in this type of contract and learn how to manage them.
The course approach is very practical and dynamic, combining textbook material, recommendations, examples, videos, case studies, exercises, recommended reading and evaluations. The course can be completed in only 24 hours of study, and it can taken concurrently with work duties.
The main objective of the course is to understand the process of PPP contract management, including: contract analysis and their legal and institutional framework, supervision of the contractor’s work during the implementation phase, and operation and modification of contracts.
This is the first in a series of online courses that CAF will offer through the Miríada X platform. Click here for more information and registrations.
