First stage of the Electronic File of the National Land Registry Service launched

The first stage covers about 26,000 files on “Tax valuation” reports and “Data Provision.” In the second phase, which will be launched in one month, we will incorporate procedures for land registry certificates, and in the third and final stage, the rest of the services will become available.

After a two-year development process, the Electronic File of the National Land Registry Service (SNC) was launched, which was praised by Minister of Finance Lea Giménez as a historic breakthrough, as it aims to fulfill one of the objectives of the Administration, which is to build a land registry that is useful for society, and to become a tool for economic development.

The Minister explained that from now on, the system is fully ready to handle 100% of the files. However, implementation will be gradual, in three stages, to control any type of alert in the system. The first stage covers about 26,000 files on “Tax valuation” reports and “Data Provision.” In the second phase, which will be launched in one month, we will incorporate procedures for land registry certificates, and in the third and final stage, the rest of the services will become available.

This initiative supported by CAF – development bank of Latin America – through non-refundable technical cooperation “is part of the commitment to help improve the quality of services provided to the population in member countries. The project for modernization of the National Land Registry Service allowed to redesign the process operating model and to implement the associated change management, in order to reduce delivery times and to provide more efficient services, which translates into tangible benefits for the taxpayer and the community as a whole,” said Jorge Gärtner, representative director of CAF in Paraguay.

During the launch of the new service, the President of the Association of Notaries of Paraguay, Ana Manuela González, made a live demonstration of one of the services, which took her around 10 minutes to complete. Gärtner explained that this will expedite real estate transactions, considering that most of the work of notaries public in Paraguay involves the sale/purchase of real estate, mortgages, donations and all property-related matters.

In turn, Carlos Pérez, Marketing Manager at Bancard, said they are very pleased with their participation in this project for the development of electronic payments nationwide.

Also, Marcos Benítez, Commercial Manager at Practipago, said that 1,500 payment centers are available nationwide for notaries and users in general, and thanks to a fully integrated land registry system, it will allow different banks and institutions to perform this type of operation easily, quickly and safely.
