Funds for Tiquipaya municipality in Bolivia

The agreement promotes the "Territorial Information System TIS" project prepared by the municipality located in Cochabamba department.

(La Paz, July 17, 2008).- In the city of La Paz, the Andean Development Corporation and the Tiquipaya local government signed a non-reimbursable technical cooperation agreement to provide the municipality with a tool to obtain a more equitable distribution of the tax burden, increase legal security for property, and lay the basis for urban and regional planning through the Tiquipaya Territorial Information System - TIS.

This project is the result of the application of the CAF Regional Program for Updating and Improving Local Management (PRAMEG), which promotes modernization of property registries in the municipalities of Andean countries.

The signing was attended by CAF director of governance and technical cooperation Elvira Lupo; Tiquipaya Mayor Evaristo Peñaloza Alejo; members of the Tiquipaya Municipal Council; Vigilance Committee President Feliza Vargas; Rómulo Cáceres of the Health Commission; and Santiago Huanca, representative of the Chapisirca Regional Union.

"Our aim is to create more efficient organizations with capacity to plan, manage, increase their revenue and coordinate their actions, obtaining funds which guarantee more efficient provision of services and response to the needs of citizens," Elvira Lupo said.

In August 2007, Tiquipaya municipality in Cochabamba department was selected to joint the PRAMEG program. The initiative was implemented by preparation of an Integrated Diagnosis which evaluated the existing state of the municipal property registry system in order to identify and give priority to areas apt for improvement, with the aim of creating appropriate conditions for the municipal platform needed for implementing the property registry modernization tool.

Tiquipaya municipality will contribute what is required to complete the action plan defined by PRAMEG, which includes planning development of urban-rural growth, while strengthening the municipality's capacity to implement its medium- and long-term plan, along with other benefits which will become very visible shock actions with a high impact on specific services targeted at the population.

The objective of PRAMEG is to make organizations more efficient through a process of modernizing municipal property registries in Andean countries. For CAF, strengthening the local is vitally important for improving the quality of life of citizens.
