Growth with equity and social inclusion

Sustainable development for a continuous growth and fair access to potable water is based on four pillars that must be promoted simultaneously.

The first pillar includes equity and social inclusion, as to generate a peaceful environment and social cohesion it is necessary to incorporate the largest number of people possible to the benefits of development. This idea is stated in the report "Equidad e inclusión social en América Latina: acceso universal al agua y el saneamiento Serie Reflexiones sobre políticas sociales y ambientales" N° 2 (Equity and social inclusion in Latin America: universal access to water and sanitation. Reflexiones Series regarding social and environmental policies) (CAF 2013). 

The second pillar is macroeconomic stability, which enables the generation of appropriate conditions for investment and growth. The third pillar is microeconomic efficiency to promote productivity, competitiveness, and adding value to the regional production. 

The fourth pillar is environmental balance, to guarantee an adequate use of the natural and environmental resources, taking into account the inter-generational rights and responsibilities regarding the habitat's space and resources

The study regarding universal access to water recommends that these premises be accompanied by an investment in all forms of capital, as well as the promotion of productive transformation processes, by a pragmatic international insertion and strengthening the regional institutional quality.
