How can we improve access to and quality of public services?

To improve access to and quality of public services, four elements are necessary: 

1. Information and dissemination services for programs and their results. 
2. Citizens who pay for the services 
3. Greater citizen participation 
4. Guarantee the continuity of bureaucracies when governments change
