Close to 8,000 leaders in Bolivia will be a part of the Latin American governance network

The Latin American Governance Network was presented in the framework of the I National Meeting of Governance and Leadership Graduates, held in the Auditorium of CAF, Development Bank of Latin America. When inaugurating the event, Emilio Uquillas, CAF's Director Representative in Bolivia, stated "...it is an essential tool for development, where relevant current subjects and the vision for Latin America's future will be discussed".
Christian Asinelli, CAF's Director of Institutional Development, presented the Web page, Facebook, OWA 365, applications in APP, and face-to-face meetings as the main tools for the Network's social interaction, which have been designed to encourage spaces for exchange and update. He highlighted, "...it is an initiative to get to know one another and exchange experiences, and connect with approximately 60,000 graduates in Latin America".
The Master Conference "Balance y desafíos políticos para la gestión eficiente de los gobiernos locales en el siglo XXI" (Balance and political challenges for the efficient management of local governments in the XXI century) was in charge of Gustavo Bejarano, who made a historical overview of the milestones that characterized the fight for autonomy in Bolivia, highlighting the Ley de Participación Popular (Law on Popular Participation), up to the constituent process an the recent autonomy legal framework. He noted that starting from the new Political Constitution of the State, the legal component of the autonomy process has established a new political framework for municipalities, allowing them to issue norms, decrees, resolutions, and municipal laws.
The invited experts, Iván Arias, Fernando Aramayo, Marcelo Renjel, and Vladimir Ameller, reflected on public values, design of public policies, conflict management, and management of ICTs. The panel of specialists concluded that there are no methodologies for the generation of consensus regarding Public Policies, and that it is essential to differentiate between Politics and Public Policies.
Finally, Emilio Uquillas closed the event, stating "…CAF is always going to respond if the ideas are good, feasible, and respond to a need".
