Improving the quality of life on the Colombian-Venezuelan border

  • Through a technical cooperation agreement, the CAF will finance activities to formulate integrated human development policies and projects on the Colombian-Venezuelan border.
  • To support the development of policies and projects to improve living conditions in the Colombian-Venezuelan border area, the Andean Development Corporation (CAF) today signed with the Colombian Embassy in Venezuela, a non-reimbursable technical cooperation agreement for $37,600 to finance the project Evaluation and Presentation of Cross-Border Projects - Phase II to be executed by the diplomatic representation in the country.

Colombian Ambassador in Caracas María Angela Holguín and CAF Executive President Enrique García signed the agreement. García said that the objective of the operation was to support the formulation and appraisal of projects for the border area in the sphere of integrated human development under conditions that guarantee self-sustainability for the beneficiaries.

The living conditions of the inhabitants of the Colombia-Venezuela border areas are relatively less developed than in other areas of these nations; so the border populations require specific social policies designed to reverse this disadvantageous situation.

The technical cooperation will facilitate the start of projects and strategies to correct these deficiencies, which could be considered for financing by international organizations. The projects to be developed relate to four main areas:

  • Bi-national public libraries: modernization of 11 public libraries along the Colombian-Venezuelan border, with supplies of books, development of reading workshops and training of librarians, among others.
  • Modern integrated farms: this project focuses on the most vulnerable rural workers offering training by specialized institutions, supply of inputs, and establishment of integrated farms to promote food security.
  • Management of sugarcane and its products: project to correct a series of problems that have been detected in relation to sugarcane production and the use of its products, with the participation of the State Agricultural Research Institute through intervention in the phases of productive organization, production and marketing of the crop.
  • Fostering artistic training: in this area a policy recommendation will be developed to reinforce the teaching of traditional music in Colombian-Venezuelan border areas.
