Initiates feasibility study of System of Urban Freeway Concessions for Bogota

Bogotá. Wednesday, July 29, 2009. The District Department of Mobility (SDM), the Institute of Urban Development (IDU), and the Andean Development Corporation (CAF) today signed an agreement with the objective of providing services for contracting technical, social, economic, financial and legal studies to define a system of Urban Freeways under Concession for Bogota.

The study will be developed in three (3) phases:

PHASE 1: Definition of Program and viability of Pilot Project.

This phase establishes the feasibility of the program, defines possible road corridors for concession, and identifies the road corridor for the pilot project, as well as determining legal, technical, financial and economic viability. Includes analysis of procedures applicable to the control and collection technologies.

PHASE 2: Structuring of Pilot Project.

This phase covers the technical, legal and financial structuring of the pilot project. It comprises preparation of the engineering studies and designs, which will be financed and contracted by IDU.

PHASE 3: Promotion and selection of concession holder

In this phase, the project will be awarded under concession through a public bidding process.

To facilitate contacts between the District bodies signatories of this Agreement and CAF, and to facilitate decision-making by SDM and IDU, the two bodies will appoint a committee, formed by officials or contractors of the SDM appointed by the District Mobility Department, and officials or contractors of the IDU appointed by the Director of that entity.

PHASE 1 will be financed by CAF, which will contract the studies on its own behalf and risk, together with related costs and expenses for a value of US$420,000 through a Non-Reimbursable Technical Cooperation operation.
