MEF and CAF train officials from Ancash, Junín, Pasco and Huánuco (Peru) on public finance issues for the modernization of public sector financial management

The workshop featured 60 participants from provincial municipalities and regional governments of Ancash, Junín, Pasco and Huánuco, and was officially opened by the Minister of Economy and Finance, Carlos Oliva, and CAF representative in Peru, Manuel Malaret.

This workshop is part of the government’s commitment to support and provide ongoing technical assistance and training to local authorities and public servants in order to streamline public sector management processes, for the benefit of the population, which is so in need of services and investment works. 

“The Ministry of Economy and Finance, as the entity responsible for planning, directing and controlling matters relating to budgeting, treasury, debts, accounting, fiscal policy and public investment, among others, promotes training and technical assistance in public sector management to improve the quality of expenditure and optimize transparency in accountability. The four macro-regional workshops will train more than 250 officials and technical specialists in the 2018 standards on public management systems,” said the Minister of Economy and Finance, Carlos Oliva.

CAF, together with the MEF, will help disseminate the workshop content through an online training program, which will soon be available to all Peruvian officials, with the purpose of strengthening the nation’s governance.

“We thank the MEF for their support to this initiative, because through this MOOC (massive open, online course) that we will make available to the public, our aim is to reach a large number of officials, thus enhancing quality training that improves efficiency of public management,” said Malaret. It will start in Peru as a pilot program and will be extended to the other countries in the region.

This macro-regional workshop is part of the training cycle that started last April in Piura, which trained representatives of regional governments and provincial municipalities of Tumbes, Lambayeque, Cajamarca, La Libertad and Piura. After Lima, this workshop will also be held in Arequipa and Cusco.

The contents to be covered include: Integrity and Fight against Corruption; the National Public Budget System, the National Treasury System; the National Public Debt System; the National Multi-Year Programming System and Investment Management; the National Supply System; the National Accounting System; and, the Fiscal Management of Human Resources in the Public Sector.

With the training provided, officials and technical specialists working in the areas of budgeting, treasury, accounting, investment and supply or administration, will become familiarized with the new regulations for the Public Sector Financial Management, approved in Legislative Decree No. 1436, Framework Legislative Decree on Public Sector Financial Management.
