Through the development of a trunk optic fiber network, the National Telecommunications Plan (2011-2015) seeks to reduce the digital gap, develop e-government, and increase the connectivity of Paraguay's schools

The purpose of this plan is to promote the adoption of Information and Communication Technologies (ICT) among the population and enterprises, as the country lags behind the regional average, according to the Comprehensive Index for ICT Development developed by CAF.

Due to its geographic location, Paraguay depends on its neighbors for its international connection, which is provided through submarine cables, affecting the degree of development of the ICT sector. However, the consumption level of mobile telephony exceeds the region's average.

In this context, some of the challenges highlighted in CAF's study "Toward the Digitalization of Latin America: Infrastructure and ICT services in the Region" are:

  • To promote the development of human capital through specialized technical careers that favors the incorporation of the sector's professionals to the labor market.
  • To update intra-municipal and last mile infrastructure for final users.
  • To continue the expansion of wide band by means of wireless technologies in order to achieve a solid demand for ICT services.
