Technology to improve the provision of public services

In the framework of CAF's alliance with the Centro Latinoamericano de Administración para el Desarrollo (CLAD) (Latin American Administration for Development Center), a regional course was offered for professionals of the public administration involved in technological projects

With the objective of applying technological knowldege to public management for the improvement of services provided to citizens, and the optimization of State resources, the international course "Arquitectura orientada al servicio" (Architecture aimed at service" was held in Lima, including 29 participants of which 15 came from Latin American countries. Most of them work in the management of technological projects in different public entities in their countries. 

The course, developed by the Escuela Nacional de Administración Pública (ENAP) (National School of Public Administration) and the Autoridad Nacional del Servicio Civil -SERVIR- (National Authority of the Civil Service), with the support of CAF, Development Bank of Latin America, is framed within the Regional Academic Program of the Escuela Iberoamericana de Administración y Políticas Públicas (EIAPP) (Ibero-American School of Administration and Public Policies) of the Centro Latinoamericano de Administración para el Desarrollo (CLAD) (Latin American Administration for Development Center). 

The program was based on five thematic modules used to analyze the current functioning of the platforms of the National Computer System in the different departments of the public institutions in Peru. 

During three weeks, virtual classes were combined with theoretical-practical sessions under an on-site modality, and participants received tools to strengthen decision-making in the development of software aimed at services, and in the processes to hire suppliers that offer solutions aimed at the same sector. Classes were in charge of Carlos Bermejo, expert on systems and professional architect of the Plataforma de Interoperabilidad Peruana (Peruvian Interoperational platform).

The inaugural sessions included the participation of Dante Mendoza, Director of ENAP, José Vásquez, Chief of the Systems Department at CLAD, and Juan Carlos Cortés, Executive President of SERVIR. CAF was represented by Ezequiel Galatro, Executive of the Direction of Institutional Development, who summarized the main initiatives that the regional organization has promoted regarding public management and strengthening of government institutions. At the same time, Galatro highlighted the need to promote activities that involve the development of greater capacities at all government levels, especially in the public entities that provide services to citizens. 

CAF's support for this initiative is framed within the efforts of the organization in favor of public training and institutional strengthening of the strategic technical cooperation alliance developed with the CLAD, which was renewed at the beginning of the year, and for which CAF's Executive President, Enrique Garcia, was publicly recognized in 2015. This working relationship started with the sponsorship of the multilateral organization for the organization of CLAD's International Congress, which this year will hold its XXI edition, and has consolidated with the implementation of activities aimed at the development of state capacities in all of Latin America.
