With the objective of promoting generation of knowledge that improves the implementation of public policies and guarantees the strengthening of a democratic institutional framework, the XIV Edition of the Governance, Political Management and Public Management Program was held at the Pontificia Universidad Católica of Peru (PUCP) (Peru's Catholic University).
Supported by the George Washington University Graduate School of Political Management (GSPM - GWU) and CAF, Development Bank of Latin America, the program selected 546 participants among 1,700 applicants, evidencing the initiatives' high level of penetration in Peru and the increasing demand for training courses for public officials and leaders of the civil society.
Ezequiel Galatro, Executive at CAF's Direction of Institutional Development, explained, "Today more than ever, Latin America requires ethical education for officials that are committed to development processes that enable the generation of sustainable governance environments to consolidate the support of citizens for change projects".
In this respect, CAF has promoted the creation of diverse spaces to build and follow-up new proposals for local management, supporting prestigious Latin American institutions and establishing strategic working alliances throughout the region. This was reaffirmed by Eleonora Silva, Director Representative of the multilateral entity in Peru, who also highlighted the leading role of cooperation financial entities for the sustainable development of Latin America.
At the same time, Ismael Muñoz, General Coordinator of the Governance, Political Management and Public Management Program in Peru highlighted that this year the Program will be taught on-site in seven regions of the country: Arequipa, Cajamarca, Huancayo, Cusco, Tarapoto, Trujillo, and Lima; this modality will be combined with virtual classes in charge of teachers from the GSPM - GWU. The semester course will take place during 10 Saturdays, ending in December with the presentation of the final projects.
During the inaugural conference of the program, Carlos Alza, Director of the School of Government and Public Policies at the PUCP highlighted the main obstacles the Peru's institutions face in terms of governance and the importance of having spaces for dialogue and coexistence in society that go beyond cultural differences.
Aiza noted, "Those of us who work with or in the State are called to build better governance spaces. We have to make large or minimal changes from our organizations, no matter how small these are, to generate a spirit of renewal and modernization".
The Program, implemented in Peru since 2003 by the PUCP, has trained 4,406 Peruvians, covering more than 133 municipalities in the main regions of the country. In the last two editions, more than 1,000 people registered, showing a much more active dynamic in CAF's relationship with the university.
At a Latin American level, the Governance, Political Management and Public Management Program accumulates 15 years of experience in nine countries of the continent, and has trained more than 15,000 individuals, making this initiative a solid training alternative for the institutions of regional and local governments throughout the region.
Participation in the last editions has shown the need to generate sustainable spaces for interaction and debate for the effective construction of change proposals.
For this reason, in the framework of the Latin American Governance Network held on May 3rd and promoted by CAF, the I National Meeting of Graduates from the Governance and Leadership Program in Peru was organized. It included the participation of more than 350 former participants of the programs, as well as from the Leadership for Change Program, setting an important precedent for training initiatives.
