The University of San Andrés opens a new training cycle in public management

The Program has been implemented in Argentina since 2008, and has trained more than 1,400 public policy makers, technical government officials, and leaders of the civil society

(Buenos Aires, May 20th, 2016) With the objective of strengthening the democratic capacities of the sub-levels of government and contribute to the Argentinean local management, the Universidad de San Andrés, in alliance with CAF, Development Bank of Latin America, and the Post-Graduate School of Policy Management at the George Washington University (GWU), started a new edition of the Governance, Policy Management, and Public Management Program in Argentina. 

Among the challenges of the program, which this time will include 121 participants from 11 Argentinean provinces and two foreign participants, one from Peru and another from Uruguay, stands out the need to adapt to the changes regarding design, implementation, and evaluation of public policies of the regional dynamics.  

For Christian Asinelli, CAF's Director of Institutional Development, the new edition of the Program represents a "unique opportunity to define training strategies that promote structural changes in the local management of communities, guaranteeing an effective and efficient response to the main demands of the Latin American society". When addressing the participants, Asinelli highlighted CAF's work for institutional strengthening in Latin America, and presented the latest publications of the organization regarding public management.  

The opening ceremony was in charge of Diego Reynoso, technical coordinator of the Program in the Universidad de San Andrés, who highlighted the scope of this initiative and presented the main aspects of the program's contents. In this edition, the content will conceptually integrate three thematic pillars linked to public management, policy management, and operational management. Sessions on citizen safety, intelligent cities, and innovation in administrative management will complement the theoretical modules of the semester Program that should end at the beginning of November. 

In addition to the classroom sessions, the evaluation scheme presented by Reynoso includes a series of practical activities aimed at strengthening the knowledge acquired throughout the course, among which stands out a simulation of a public hearing at a municipal level, which will be organized at the end of the semester. A press round is also considered at the campus of the university, to present the projects for the improvement of local management developed by the different working groups. 

The inaugural day concluded with a guided visit to the facilities of the main library of the university and then, after lunch, the class sessions formally started with a special session presented by Eduardo Robledo, Doctor in Political Right and Professor of Governance and Power Management at the George Washington University (GWU), an allied institution in the implementation of the Program.  

The Universidad de San Andrés implements the Governance, Policy Management, and Public Management Program since 2008 and, to date, has graduated 1,185 participants form 16 provinces and more than 63 municipalities of Argentina.  The I National Meeting of Graduates of Governance and Leadership in Argentina is planned for 2016. It will bring together the participants of previous editions of the Program, in the framework of the Latin American Governance Network promoted by CAF.
