Top Latin American officials are trained in Leadership

The activity, supported by the French Development Agency (AFD, for its acronym in French), addressed academic subjects focused on leadership and the management of change in the administration, and included institutional visits to French entities which shared their experiences in supporting and modernizing the State

For the second consecutive year, CAF, Development Bank of Latin America, invited a group of top Latin American officials to participate in the II Edition of the Program for Executive Training in Leadership and Change Management for Upper Public Managers in Latin America, held at the headquarters of the Ecole Nationale d´Administration (ENA), in Paris.

During his welcoming speech to the participants, Enrique Garcia, CAF's Executive President, explained "We expect that the new knowledge that you will acquire in these days will help you exercise your functions in the design and implementation of the different public policies in your respective countries with more responsibility and efficiency.  For CAF, economic development and democratic governance in the region  are a result of having solid institutions made up by officials with a profound understanding of public and policy management, as well as the necessary commitment, specialization, and technical training required to address the  needs of citizens and promote sustainable development in their countries".

At the same time, Christian Asinelli, CAF's Director of Institutional Development, stated that this II Program for Executive Training in Leadership and Public Management in Latin America is part of the training programs promoted by the multilateral organization to support those who work directly or indirectly with the State, allowing them to have the latest tools in matters of public administration. He also thanked the support of the French Development Agency (AFD) for organizing this study visit.  

During five days, participants from nine Latin American countries fulfilled a comprehensive working agenda which included master lectures, conversations, and institutional visits inside and outside ENA. The event included the participation of high level public officials such as Stephanie Bellot, Main Advisor at the Ministry of Development Planning (Bolivia), Lina Mondragón, Technical Deputy Director at the Ministry of Finance and Public Credit (Colombia), Andrés Chávez, Executive Director of the Agency for Regulation and Control of Electricity (Ecuador), Gustavo Adolfo Bernal, Deputy General Manager of ETESA (Panama), Mauricio Bejarano, Vice Minister of Mining and Energy (Paraguay), and Olga Otegui, Secretary of Energy at the National Direction of Energy (Uruguay). The presence of Congressman Sergio Massa (Argentina) and Yasna Provoste (Chile), also stood out, as well as that of the mayor of San Isidro, Manuel Velarde (Peru).

Jacqueline Repellin, ENA's Director for the Americas, welcomed the participants to the Parisian facilities of the academic center where a large number of top French officials have been trained during the past 70 years. Hervé Conan, AFD's Director of the Latin America and the Caribbean Department, underlined the importance that working closely with members of Latin American governments has for his Institution, to be able to support their endeavors.
