The project will be executed by the Unidad Coordinadora del Proyecto Saneamiento de la Ciudad y Bahía de Panamá (Coordinating Unit of the Sanitation Project of the City and Bay of Panama), and will include four components: the construction of 250 kilometers of networks and sanitary sewage collectors; the construction of a plant for the treatment of residual waters (PTAR, for its acronym in Spanish) with a capacity of 600 liters per second in its first stage; institutional strengthening; and the management of the project and feasibility studies for future investments in sanitation in Western Panama.

Enrique Garcia, Executive President of the Institution, stated, "With this initiative we are reinforcing our support for an adequate water management that includes the protection of basins, provision of potable water, sewage, and treatment of residual waters, all measures that enable an effective social inclusion and improve the conditions of life and wellbeing of an important group of Panamanians".

The project will receive additional resources from loans from the World Bank and the European Investment Bank.
