Founder and CEO of the Global Center on AI Governance, Rachel advises governments and international organizations on artificial intelligence policy. A Research Associate at the University of Cambridge and the University of Cape Town, she has led initiatives such as the African Union’s Continental AI Strategy. Author of books like The New Empire of AI: The Future of Global Inequality (2024), her work focuses on human rights, gender, and decolonization, with a particular emphasis on Africa.
