International public tender for Panama Readiness consulting services

Convocation from June 18 to June 29, 2018

Interested companies are invited to submit a proposal to develop a 2018-2050 national strategy for climate change and the Panama National Work Readiness Program.

This consulting service will be developed within the framework of the readiness support program for the Green Climate Fund (FVC) in Panama, in which CAF-development bank of Latin America- operates as deployment partner supporting the Ministry of Environment as Panama’s designated national authority for the GCF.

The goal is to strengthen national capabilities for climate management in Panama, through the development, consultation and dissemination of the following strategic documents: 

  1. National procedures manual to issue letters of no objection for national and regional initiatives seeking to access national and international climate-related funding (including the FVC). 
  2. Development of Panama’s National Climate Change Strategy through an inclusive, participatory, and gender-sensitive process.
  3. Development of a country work program for the Green Climate Fund (FVC), through an inclusive, participatory, and gender-sensitive process.

 

Proponents who meet the following requirements will be selected for the tender: 

  • International and Panama experience in climate change processes and projects associated with the UNFCCC and the FVC.
  • Experience in accessing international climate funding sources such as the GEF, FVC, and CIF, among others.
  • Experience in public consultation and citizen engagement processes in areas related to climate change in developing countries.
  • Preparation of country strategies related to sustainability and climate change.
  • Physical presence in Panama.

 

Interested parties must formalize their intention to participate before Friday, June 29, 2018, at 12 p.m. (Panama time). The following documents must be sent in PDF format to the email address specified in the Letter of Intent of Participation:

  • Letter of Intent of Participation signed by the legal representative of the company
  • Nondisclosure agreement signed by the legal representative
  • Business registry certificate
  • Company bylaws
  • List of shareholders with respective shareholding interest percentages, certified by the Secretary of the company.
  • Copy of identity document of the legal representative and the document certifying proper qualification as such.
  • General description of the company’s experience in related areas.

 

Companies that meet the aforementioned requirements will receive the terms of reference for the tender via email by July 4, 2018. 

CAF reserves the right to select the supplier that fulfills all requirements and is most qualified to meet its specific needs. 

All participating companies will remain in the database as potential CAF suppliers and may receive notices regarding future invitations.
