Studies for Updating Feasibility and Structuring of the Project: Barrancabermeja Multimodal Logistics Platform

As part of the British Prosperity Fund projects under its management, CAF—development bank of Latin America— is interested in receiving proposals for the initiative: “Studies for updating the feasibility and structuring of the project: Barrancabermeja Multimodal Logistics Platform (PLMB)”
The purpose of these terms of reference is to identify and contract a Specialized Consultancy (SC) service for:
- Feasibility studies of the Barrancabermeja Multimodal Logistics Platform (PLMB). The studies will be based on the baseline information available from the previous work carried out as part of the Prefeasibility, Feasibility and Complementary Studies developed under the agreements between the Municipality of Barrancabermeja, the Barrancabermeja Chamber of Commerce and Ecopetrol.
- Based on the results obtained in the first phase of this SC, the most appropriate management model alternatives for the operation will be identified and support will be provided to the performing entity in the selection of the management model to be implemented.
- The third phase of this consultancy will include comprehensive structuring activities (technical, social, real estate, environmental, financial, legal and risk studies) of the Barrancabermeja Multimodal Logistics Platform (PLMB), with a view to involving the private sector in the development of the Project.
The consultancy deliverables will include: updated information in accordance with international best practices; (ii) minimized uncertainty regarding the risk of PLMB implementation; and (iii) a correct assignment of responsibilities and risks between the public and private sectors.

Companies under the Prosperity Fund Commercial Framework interested in participating, or consortia or temporary partnerships led by them, must express their intention to participate to CAF, under the terms of reference.
