CAF, Development Bank of Latin America, the Division of Public Management at CIDE, and the CLEAR Center of Latin America will present, in Mexico, the 2015 Economy and Development Report (RED) "A more effective State. Skills for the design, implementation, and learning of pubic policies
An effective State requires skills for the design, implementation, and learning of policies. The 2015 RED suggests four key elements to achieve it: quality bureaucracy, a public purchasing system, citizen participation, and monitoring and evaluation.
