CAF, Development Bank of Latin America, will present its 2015 Economy and Development Report (RED) at The Brookings Institution, Washington, D.C.
An effective State requires skills for the design, implementation, and learning of policies. The 2015 RED suggests four key elements to achieve this: quality bureaucracy, a public purchasing system, citizen participation, and monitoring and evaluation.
