The Digital Acceleration in Latin America
online event November 04, 2020CAF -Development Bank of Latin America- and the Presidency of the Republic of Colombia invite you to the online event “The Great Digital Acceleration in Latin America: How to set the state in start-up mode for recovery?, where we will discuss the strategic use of data and artificial intelligence to accelerate the digital transformation of the state.
The COVID-19 crisis has brought to light the urgent need to strengthen the digital resilience of our economies and accelerate the digital transformation of our governments. It also poses new challenges in terms of the digital divide (access and use) and digital vulnerability (privacy and cybersecurity).
This meeting aims to foster a dialogue between different stakeholders of the digital ecosystem with a view to sharing and analyzing strategies around the main topic of the event, in the new context caused by the COVID-19 crisis in Latin America.

French Member of Parliament representing the French citizens living in Latin America and the Caribbean. As an MP, she is constantly striving to make digital technology an opportunity and a benefit by working on a more efficient and technologically viable regulation, working for a green and sustainable digital, developing women representation in digital sector, promoting ethical technologies, concerned about the privacy of users or by reinventing democracy through civic tech tools.
He has been responsible for ensuring that the UK government’s Digital Marketplace directly supports ICT reforms. Through his work at GDS, Warren has been instrumental in introducing user-centred, design-led, data-driven and open approaches to public procurement and contracting - the foundation of the step-change in procurement envisioned in the UK Government Transformation Strategy, and a priority for 2020. This has led to a more diverse range of ICT suppliers having access to the government’s business - there are over 7,000 suppliers available through the Digital Marketplace, and over 90% of these are small and medium-sized enterprises (SMEs). Since January 2018, Warren has led the GDS Global Digital Marketplace Programme, which aims to help governments in the emerging economies make their procurement more transparent in order to reduce corruption, and to boost their digital, data and technology domestic sectors. This is a 4-year programme in line with the UK Anti-Corruption Strategy 2017 to 2022. Warren also represents the UK Government by leading a number of multilateral organisations’ Thematic Groups, which focus on mainstreaming internet-era approaches to public procurement of ICTs: Since October 2016, the Organisation for Economic Cooperation and Development (OECD) Working Party of Senior Digital Government Officials ('E-Leaders') Thematic Group on 'ICT Commissioning'. Since October 2019, the United Nations' specialised ICT agency the International Telecommunication Union (ITU) 'United for Smart Sustainable Cities' (U4SSC) Thematic Group on 'Procurement Guidelines for Smart Sustainable Cities'. Warren has over 25 years experience in procurement and supply chain management, across the private and public sectors. During the last 10 years, Warren has led highly transformative projects to introduce new ways of thinking and working in public procurement and contracting.

He has a master's degree in Public Policy and Public Management from Georgetown University, as well as in Economic Law from American University. He was the Chief of the Culture, Creativity and Solidarity Division at the Inter-American Development Bank (IDB), where he worked on social innovation, entrepreneurship, youth, and creative economies. He was a consultant to the IDB presidency and served as a senior advisor for Colombia, and Senior Advisor on the Investigation Panel on the Mavi Marmara incident between Turkey and Israel at the U.N. In addition to his legislative activities, Ivan Duque has stood out in several of the country's political developments. In 2016, the Semana magazine and Fundación Líder Colombia chose him as one of the most prominent leaders in the country. On June 17, 2018, he was elected President of Colombia for the 2018-2022 constitutional period with a government program based on Legality, Entrepreneurship and Equality.

She is Honorary Professor in the Institute for Innovation and Public Purpose at UCL in London and a Senior Adviser to the United Nation (UN-Habitat) on digital cities and digital rights. Francesca Bria is leading the DECODE project on data sovereignty in Europe, and is a member of the European Commission high level expert group Economic and Societal Impact of Research and Innovation (ESIR). She is the former Chief Digital Technology and Innovation Officer for the City of Barcelona in Spain. She has a PhD in Innovation and Entrepreneurship from Imperial College, London and MSc on Digital Economy from University of London, Birbeck. As Senior Programme Lead at Nesta, the UK Innovation Agency, she has led the EU D-CENT project, the biggest European Project on digital democracy platforms and digital currencies. She also led the DSI4EU project, advising the EU on digital social innovation policies and purpose-driven innovation. She has been teaching in several universities in the UK and Italy and she has advised Governments, public and private organizations on technology and innovation policy, and its socio-economic and environmental impact. Francesca has been listed in the Top 50 Women in Tech by the Forbes Magazine, and in the World's top 20 most influential people in digital government by Apolitical. She has also been featured in the Italian Magazine Repubblica "D", amongst the 100 Women Changing the World.
Industrial Engineer with M.Sc. in Systems and Industrial Engineering from Pontificia Universidad Católica de Chile.He is leading the creation of the Chilean Artificial Intelligence Policy and National Strategy. Previously, José worked at the Ministry of Economy, development and tourism where he participated in the creation of the Data Observatory.
He is an Industrial Engineer from the Pontificia Universidad Javeriana and holds an MBA in Business Administration from the Universidad de los Andes. He has completed different leadership, technology and business development programs at Harvard Business School. His professional career includes different management positions in recognized technology and innovation companies in Latin America.
Executive President of the BRAVA Foundation and founder of BrazilLAB - the first GovTech innovation hub that connects startups with the public sector. She has a Bachelor degree in International Studies and a Master degree in Social Sciences from the Pontifical Catholic University of São Paulo (PUC-SP). She also holds a specialization in Leadership from Harvard Business School and Public Administration from the Harvard Kennedy School. She has worked in the last 20 years in different organizations such as Goldman Sachs Bank, Endeavor Entrepreneur Institute, Bloomberg Foundation and Public Leadership Center (CLP). Letícia is a columnist for JOTA and UOL. She is a member of the Advisory Board of the Women in Science and Innovation Program, developed by the Museum of Tomorrow in partnership with the British Council, and acts as a speaker on topics related to Entrepreneurship, Women's Leadership and Technology.

She has an experience of more than 10 years working for the media in Europe and Latin America. She was a Paris correspondent for CNN + and W Radio Colombia of Grupo Prisa, covering major events in Europe. She has written publications for Vanity Fair Spain, El Economista and América Economía. She led the international team of journalists for La W Radio. For her work leading this team, she received the Simón Bolívar Award. She is part of the team of journalists of Los Informantes de Caracol Televisión since 2016
