- National and international experts analyzed infrastructure management in Latin America.
The activity was opened by CAF director representative in Ecuador, Hermann Krützfeldt, and David Ortiz, minister of Transport and Public Works.
The Report on Economy and Development RED 2009 was presented by Pablo Sanguinetti, CAF research director. Key speakers included Diego Aulestia, general manager of Banco del Estado; Mariana Naranjo, economic and social researcher from the Pontifical Catholic University PUCE; José Macchiavello, former minister of Public Works; and Alberto Lenk, director of the National Institute of Preinvestment.
This year, the RED 2009 report covers in detail the problems caused by the impact of infrastructure on household welfare, productivity, international trade and the environment.
The CAF study offers diagnoses and recommendations, and emphasizes the fact that the challenge of improving the quality and quantity of infrastructure in the region requires an appropriate combination of incentives for private participation, regulatory frameworks and land and sectoral planning and coordination bodies. With such a scheme, each infrastructure project can opt for the system of provision and maintenance most appropriate to its specific needs and with the best prospect of offering quality services sustainable over time.
