Support for the Design of a National Entrepreneurship Policy
CAF and the Ministry of Production in Peru subscribed an agreement to define a comprehensive development strategy, aimed at overcoming the restrictions that impact on the different stages of the entrepreneurial process and limit its potential in the country.
(Lima, May 2014).- CAF, Development Bank of Latin America, subscribed a technical cooperation agreement with the Ministry of Production (Produce) to support said entity in the design of a National Entrepreneurship Policy for Peru, in order to define a comprehensive strategy aimed at overcoming the restrictions that impact on the different stages of the entrepreneurial process and limit the development of a dynamic ecosystem in the country.
In the framework of the agreement, subscribed by the Minister of Production, Piero Ghezzi Solis, and CAF's Director Representative in Peru, Eleonora Silva Pardo, the main barriers that limit the entrepreneurial process in Peru will be identified and, from this mapping, a proposal will be designed for a national entrepreneurship policy, aimed at strengthening the ecosystem.
Ghezzi Solis stated that Produce will start the design of a National Entrepreneurship Policy shortly. This Policy will be based on a comprehensive strategy that promotes the emergence of initiatives aimed at overcoming the restrictions that limit entrepreneurial potential in the country.
The Minister stated: "For us, this support is very important, it fits very well within the National Productive Diversification Plan that we have presented".
Through this agreement, a set of instruments, programs, and regulatory adjustments will be identified to promote the entrepreneurship ecosystem in all its pillars: financing, strengthening of entrepreneurial services, education, and regulatory framework, among others.
In addition, a strengthened institutional framework will be proposed to facilitate the implementation of the entrepreneurship policy, generating and evaluating indicators that determine the advance of a national agenda.
CAF's Director Representative in Peru expressed that "This cooperation is aimed at supporting the country in the design of a national entrepreneurship policy that helps overcome the restrictions that impact on the different stages of the entrepreneurial process, seeing the construction of an ecosystem that promotes the development of a national industry with high levels of productivity and value added, generating well paid jobs".
Silva Pardo added that "the instruments recently presented by Produce, such as Start Up Peru, which seek to promote a dynamic and high impact entrepreneurship in the country, are in line and complement the national policy. Therefore, we consider that this agreement is of great importance to promote and strengthen the country's entrepreneurship potential".
The initiative will allow the design of instruments and programs that make up a National Entrepreneurship Agency (instruments and financial and non-financial incentives), and will present a proposal for an institutional framework that seeks the implementation of the entrepreneurship policy, in addition to having a series of indicators that determine the advance of the national entrepreneurship agenda over time.
