Commitment with the Iberian-American youth
The #Juventud17, 17th edition of the Iberian-American Conference of Ministers of Youth, was held in Burgos, Spain, under the title "Youth, Employment, and Entrepreneurship", with the participation of CAF's Director Representative in Europe, Guillermo Fernandez de Soto, and Christian Asinelli, Director of Institutional Development
The Conference, organized by the Iberian-American Youth
Organization (OIJ, for its acronym in Spanish), addressed the
training and employment policies promoted by different countries,
and the report "Invertir para Transformar" (Invest to Transform)
was presented. This report was developed by the OIJ and ECLAC, with
CAF's support.
The report states that the work situation for the young population
(between 15 and 24 years old) in Latin America and the Caribbean is
precarious. Of the 108 million youths in the region, at least 7.8
million are unemployed; about 27 million are employed with low
productivity and low salary jobs, without a contract, and without
access to social security; and close to 16.5 million do not study
or seek employment. For this reason, the publication suggests that
to improve the youth employment figures in the region it is
necessary to institutionalize an education, training, and
employment system that is flexible for youths. The Director of
Institutional Development stated that "This system should provide
them with the competencies to find and keep a job, improve it,
adapt to change, and be able to choose another job when they want
one or loose the one they have".
The Conference was the right place to present the initiatives to
promote the integration of youths in Latin America, such as the
#JovenCAF, which includes specific actions in the areas of training
and innovation. Asinelli explained, "We want to help improve the
levels of education, employability, and health, achieve societies
that are more aware of their rights and with better capacities to
reach development".
In the framework of the Conference, CAF organized a working
breakfast with the representatives of the Ministries, presented
cooperation opportunities, and advanced on the discussion of
specific projects. In addition, projects carried out with the OIJ
that present collaboration advantages were analyzed.
Prior to the meeting, in the city of Madrid, Christian Asinelli
held working meetings with diverse institutions mainly dedicated to
the areas of public management, institutional quality, and
governance.
