CAF seeks to reduce the vulnerability to floods due to climate change in Esmeraldas
CAF, Development Bank of Latin America, held a workshop in Esmeraldas to start the Regional project for the Reduction of Climate Vulnerability and Risk of Flooding in urban and semi-urban coastal cities of Latin America.
The Ministries of the Environment of Ecuador and Chile presented the pre-concept of this project to the Adaptation Fund, and the Project's Final Proposal is being developed with the support of CAF. In addition to Esmeraldas, it includes the cities of Antofagasta and Taltal in Chile. The Adaptation Fund was established in 2001 to finance specific adaptation projects and programs in developing countries; it is a financial mechanism in the Framework Convention of the United Nations for Climate Change and the Kyoto Protocol.
The objective of the workshop was to present the pre-concept to key partners, receive feedback, and start the development process of the proposal, in order to advance in obtaining the final approval, in collaboration with key public and private actors.
Carolina Cortés, Main Executive of the Direction of the Environment and Climate Change, coordinated the consultation and design activities of the proposal with local actors, which included the Municipality, the Governor's Office, the Prefecture of Esmeraldas, the Ministry of the Environment in Ecuador and its regional office, the Servicio Integrado de Seguridad - ECU 911 (Integrated Security Service), the Red Cross, the Firefighters of Esmeraldas, the Navy's Oceanographic Institute (INOCAR), and the civil society. The meeting took place in the training center of the Firefighters of Esmeraldas.
In the beginning of May, a similar version took place to present the project in Antofagasta, Chile.
