Impact evaluation proposals may be submitted until October 31 to improve institutions’ processes and policies
Peru, Argentina and Colombia lead the proposals from 13 countries in several areas that include education, healthcare, social inclusion, infrastructure, transportation and energy. To apply, it is only necessary to have a very clear evaluation question regarding the effectiveness of any policy or process that the institution is currently implementing.
In order to identify learning opportunities in the Latin American public sector, so as to support them with the team of experts from CAF-development bank of Latin America, designing and implementing impact evaluations, the second phase of CAF’s 2nd International Call for Proposals on Impact Evaluation for Better Management shall remain open until October 31.
To apply, it is only necessary to have a very clear evaluation question regarding the effectiveness of any policy or process that the institution is currently implementing. If the activity intended to be assessed affects a large number of units, which may be individuals, families, companies, street segments, etc., the evaluation is very likely to be technically feasible.
“Both public policy and institution management initiatives are welcome. The latter are mostly focused on the processes and activities that the institution implements to strengthen its policies. Evaluations of this kind have enormous potential to generate knowledge that is directly useful and suitable for the institutions involved and tend to be less expensive in terms of resources and time,” said Daniel Ortega, Director of Impact Evaluation and Policy Learning at CAF.
Ten proposals will be selected from the initiatives submitted to receive technical, logistics and financial support for the design and implementation of impact evaluations of the highest scientific rigor. Up to 6 additional proposals may be selected, which shall receive partial subsidies for their technical support.
The first phase of this call received nearly 100 proposals from 13 countries across the region, led by institution officials in Peru (23%), Argentina (17%) and Colombia (14%). Half of the policy proposals were in the education, healthcare and social inclusion fields. Infrastructure, transportation and energy fields were also significant, at around 10% of the total.
