CAF trains 34 Mexican civil servants in impact assessment tools
The SEMIDE workshop took place for the third consecutive year, on May 15-17. SEMIDE is a theoretical-practical training and advisory workshop for public officials, which includes successful techniques and experiences on the use of impact assessment as a public management tool.
The event took place in San Juan del Río, Querétaro, and was attended by 34 civil servants who were selected to participate. The participants of Mexico SEMIDE included officials from Mexico City, Guadalajara, Culiacán, Mérida, Guanajuato, León, Toluca, and Chihuahua, who work in different areas such as productive development, economic development, education, health, water, environment, gender equality and social development.
The workshop was conducted by impact assessment experts. The guest speakers included Daniel Ortega, Director of Impact Assessment and Policy Learning, Monica Ballescá, Director-General for Planning and Evaluation of the Government of Jalisco, Lesbia Maris, Chief Executive in the Impact Assessment Directorate at CAF, Ricardo Estrada, Chief Economist of the Socio-Economic Research Directorate at CAF, Laura Contreras, Operational Manager of the Evaluation Unit of the Secretary of Management Planning, Evaluation and Coordination of the Government of Buenos Aires, Marly Tatiana Celis, from the Directorate of Public Policy Monitoring and Evaluation of Colombia’s National Planning Department (DNP), representatives of CONEVAL, and Emilio Uquillas, CAF Director-Representative in Mexico, who closed the event by highlighting the importance of impact assessments as a public management tool, as well as CAF’s presence as a key partner in Mexico to further promote the nation’s development.
In addition to the sessions with the speakers, the event included an activity in which each participant reflected on the design of the assessment of one of the public programs carried out by their institutions, as well as a practical exercise focused on the design stage of an experimental impact assessment. At the end of the last day, a dynamic activity was carried out about the role of evidence in public policy decision-making.
Over the past few years, CAF has focused its efforts on training public officials in the region with impact assessment tools to improve decision-making on their resources. These efforts will continue to be developed and a new edition of SEMIDE is expected to take place in the second half of 2019, this time in Colombia.
